I probably won’t be voting this year. I’m telling you about my failed attempt to register for “vote by correspondence” or “votul prin corespondenta” as well as my passport application.
First, I tried to register at votstrainatate, the intensely advertised website where Romanians in diaspora had to register in order to vote. I went to the aforementioned website as soon as it opened, discovered they wanted a bunch of documents, left, returned later, submitted my documents (a scan of my passport, which had the mention “domiciliu in Canada” meaning “residing in Canada”), received some confirmation by email, and then assumed I will receive the voting papers by mail soon enough.
Then, I checked a few weeks later, and in a summary of my emails, I discovered that my request had been rejected.

The rejecting email had as contact info the “/Mesaj/Contact” page, itself listing the email contact at votstrainatate. But I missed all this stuff, and by the time I noticed it (by searching in my mailbox for votstrainatate) it was too late to fix it, even if I had managed to follow their requirements.
The problems with the denial of vote by correspondence are multiple.
- When I left Romania, in early 90s, my “local ID” or “Buletin de Identitate” was confiscated upon issuance of the “communist insignia” green passport of “Romanian citizen living overseas”. That was illegal, as I should have been allowed to keep it, which is what I had requested.
- When I renewed that passport (i.e., got a new one), I showed proof of Canadian status and got a stamp of “living in Canada” on the very first “stampable” page in my passport. That should have been sufficient for Romanian authorities to “clarify” that I’m a citizen and they should have had that somewhere in their files (if they were entitled to that information or if that was something that they needed to know).
- My status in Canada (which is, incidentally, citizenship) is a matter between me and the Canadian government, it’s none of the Romanian gov’s business. Why would my ability to vote, by correspondence or otherwise, (especially now, that the consulate moved into the boonies, i.e., Don Mills) be conditioned on information that they shouldn’t be asking for anyway?!?
- I’m not very trusting of the Romanian gov to safekeep my info and the fact that they had to send me two emails because in one they got the number wrong is quite unsettling. The less info they need, the better. Why precisely is all that necessary?!
Anyway, all this is fine with me. I’m just not going to bother voting. I made this decision even before the ease of falsification came out (hn-fraud) or because of the low-quality of this campaign (hn-circ).
In previous elections, I could pretend that things can get better. But now that, after having made an effort to ask MEP candidates questions, with only one answer, I don’t expect help or justification of my time from any particular candidate. Additionally, the candidates are incredibly mediocre – not a single one shines either through personality or full alignment with my own issues. Additionally, I think that the chances of a criminally incompetent imbecile to win are very low, and I could probably live with the “second-least-worst”. I am not going to bother asking them questions as I already know the answers and, while the test may be worthwhile in determining who is at least responsive, I won’t be voting and can’t even spend the time to ask the Qs.
As it happens, my passport is also expiring, so I braced myself for another waste of time on applying for the Romanian passport, as in 2009. This time, I was able to submit the documents via econsulat.ro and the service seemed to work fine. Got an appointment 3 months later.
A quick chronology of my emails: after creating my account, I got a bunch of activations from SIMISC/notificari@econsulat, starting some time in October.

Totodată, aveți posibilitatea efectuării anticipate a plății taxelor consulare aferente, prin virament bancar, dacă serviciul solicitat are prevazută o taxa consulară. În mod alternativ, puteți opta și pentru achitarea taxelor consulare la ghișeul Consulatului. For a short while, it looked like I could pay online, but that possibility vanished on a second check. No instructions or info on whether I need to come with new photos or not. The Romanian passport continues to be more expensive than the Canadian one.
I’ve spent so much time and space discussing my experiences that there isn’t much left to discuss the “electronic vote debate” (hn-onlinevote). However, it seems that Hn did a much better job than in Roma reparations on reporting on it. Rather than comment this one as before, I’ll just summarize my own views, which are informed by having worked in Canada in the Federal and Provincial elections as a voting section supervisor:
- We need to introduce online / electronic / internet / phone or IVR voting (as in Estonia; see also TLDR) in conjunction with semi-direct democracy (swissinfo).
- Most voting is already centralized over the Internet in a non-transparent manner, so the concerns about security are usually misplaced. The current implementations tend to suffer from the security issues of “online voting” without the convenience that comes with it. The biggest security risks are not from “Joe Voter” but rather from insiders who can exploit the current system more easily now, in darkness, than under the increased transparency and disclosure that a good online voting implementation would entail.
- While online voting is more complex than “paper-only” we do not have “paper-only” and we have already moved, via different forms of “proportional representation”, away from FPTP, which is the one system that’s simple enough for everyone to understand and check. The vast majority of voters lack the resources to understand and check the systemic coherence of the vote. The “security exception” invoked whenever there’s talk on this does not hold, since no current system is held to the same standards as the electronic voting that aims to replace it.
- In general, democratic voting systems sacrifice some security for “ease of voting” which guarantees high participation to fight absenteeism (e.g., Canada Federal elections), while excessively “secure” systems are so designed to discourage voting and propel oligarchies and voter disenfranchisement.
- I am hopeful that “vote by correspondence” will be extended to all Romanians after “tried” on the diaspora, with electronic voting coming next.
- I am not very happy with the ID requirements that come with electronic voting as I find the CNP and existing system dysfunctional, but that might be a sacrifice worth making on the road to semi-direct democracy, to be corrected later.
